Governed AI · for government and the regulated private sector

Governed AI for decisions that must be explainable.

For government and the institutions the economy runs on. AI recommends, deterministic rules decide, a person signs, and a tamper-evident ledger lets anyone verify — so every decision is fast, traceable, and defensible.

Cada decisión, a la luz.

One platform, two markets

One platform. Two markets. The same guarantee.

The governed loop is sector-neutral. The rulebook and the caller change; the platform does not. The same machinery that makes a benefit decision fast, explainable, and auditable does the same for a credit decision, an insurance claim, or a compliance check.

For government

Faster, multilingual, fully traceable public service — the official’s authority and signature retained.

  • →Eligibility & benefits — rules gate benefits, permits, and licences; the AI drafts and explains, a human signs.
  • →Cross-agency service — one request handled across ministries, in 25+ languages, on the channels citizens use.
  • →Audit-ready — every action hashed into a tamper-evident record valid under Decreto 47-2008.
For enterprise & institutions

Automate high-stakes decisions and prove they were made correctly — exactly what regulators now require.

  • →Regulated finance — credit, onboarding/KYC, and claims on an auditable rule of record, with a full decision log.
  • →Compliance & regulatory intelligence — the machine-readable body of law answers tax, labour, and sector questions with citations.
  • →Defensible AI — a human decision-maker and a traceable record for every automated decision, aligned to the EU AI Act.

Our mission

To let the Guatemalan state serve every citizen in minutes instead of weeks, in their own language, while keeping every binding decision in human hands — and to prove that government technology can be clean, fast, transparent, and inclusive, then share that model across Central America.

What we will not do: never let AI make a binding decision · never replace human judgment — the platform informs, people decide · never lock the government into a single vendor.

The problem

The problem isn’t a lack of AI. It’s decisions no one can explain.

Whether a citizen is waiting on a benefit or a customer is waiting on a loan, the same failure repeats: siloed systems, manual steps, and automated decisions that can’t be traced or defended. In Latin America a single government transaction takes 5.4 hours on average, and only 7% are ever finished fully online (IDB, 2018) — and in the private sector, an automated decision that can’t be explained now fails an audit and a regulator too.

1

Burden

People re-submit information the institution already has, and wait for answers they are entitled to — hours of travel, documents repeated, long queues.

2

Opacity

Black-box automation can’t be explained to a citizen, an auditor, or a regulator. That fails in court, fails an audit, and forfeits trust — in a ministry or a bank alike.

3

Exclusion

25 recognised languages and 43.6% of the population indigenous (INE, 2018) — yet public digital services are built almost entirely in Spanish.

Rooman Technologies

We are proud to announce our strategic partnership with Rooman Technologies to bring world-class AI capability and Governed AI to Guatemala and Central America — connecting large-scale skilling, AI products, and responsible deployment across the public and private sectors.

Together, we aim to equip the region's talent with the AI skills the digital economy demands, bring proven curriculum and technology to local institutions and enterprises, and promote the responsible adoption of artificial intelligence — with data privacy, transparency, accountability, and trust at its core.

We believe the future of AI in our region must be built not only on technological innovation, but also on strong governance, local capabilities, and partnerships that bring global expertise home rather than leaving the region to import it.

Our mission is clear: empower people, enable innovation, and build a more responsible and inclusive AI future for Guatemala and Central America — one capability, and one country, at a time.

Aliarse

We're proud to announce our strategic partnership with ALIARSE to help build a stronger, more responsible technology ecosystem across Central America. This is about connecting the pieces that actually move a region forward: local capacity, multi-sector collaboration, talent development, and Governed AI.

Together, we want to bring AI skills to more people and organizations, build real local capabilities, and work hand in hand with the public, private, and community sectors. And we want to do it the right way, with data privacy, transparency, accountability, and trust built in from the start.

We believe the future of AI in our region can't rest on technology alone. It has to be built on strong governance, trusted local institutions, and partnerships that leave something lasting behind.

ALIARSE has spent nearly two decades building multi-sector alliances for wellbeing across Latin America. Joining forces with them is a real step toward making Governed AI something people across Guatemala, Costa Rica, and the rest of Central America can actually trust and use.

Our mission is simple: empower people, enable collaboration, and build a more responsible and inclusive AI future for the region.
